Each and Every Child

This document provides recommendations on how to talk about care experience in Scotland in order to shift public attitudes and reduce stigma. ​ It suggests leading with what all children need to thrive, connecting the care system to healthy development, using metaphors to explain systemic factors, and emphasising the importance of community ties and collective responsibility. ​ The document also emphasises the power of repetition in changing public perception.
